The draft Regulation aims to enable and support innovation, development, and research in the roads sector by providing a structured experimental environment that allows for the testing of new ideas and emerging technologies that contribute to enhancing infrastructure efficiency, operational performance, safety, and environmental sustainability. It also supports the development of standards and specifications within the Saudi Highway Code, paving the way for their adoption as national practices or standards. In addition, the Regulation seeks to promote public private partnerships in the fields of innovation, development, and research within the roads sector.
